Very rare for a water pump not to pump so I would replace the thermostat first. Also, not a good idea to run straight water in the cooling system, use a mixture of 50% antifreeze and 50% clean water.

If a themostat on 2000 Chevy Blazer sticks open would this cause heater not to be cold when idoling but heat up a little when stepping on the gas?
if the thermostat is not closing its not letting the coolant get warm enough to heat your vehicle. If it stays open the coolant just keeps circulating and not heating up.
