M o st likely cause is a restricted catalytic converter.

The average cost for a 2004 Sebring engine is around 1200 dollars. That doesn't include the labor to install if you aren't doing it yourself.
Melting it
The best way to drain any radiator is to remove the lower radiator hose from the block and/or radiator. Compress the spring clamp located on either end of the lower hose and pull back about three inches. After doing so you will be able to remove the hose from its inlet. Im not sure that there is even a drain cock for the 98 - 03 Chrysler Concorde.
It would be very surprising if this is true. It is possible the water is doing something to the starter or the engine. You need to have it checked out to figure out what is wrong.

It's estimated by one consumer guide that this would cost around 450$. However that is likely a low estimate and I'd suggest that it'd probably be a couple hundred dollars more. In truth so long as you can find a reasonable price on the components this isn't an overly difficult job to do yourself, although it is a rather unpleasant task. A new exhaust system for a Chrysler Concorde will run around $500-1500. You can save money on labor by doing the work yourself.
