The cause is a Solenoid in the transmisstion called TCC (or Torque Control?) it cost about $40 at the dealer and can be replaced easily by removing a black plastic cover behind the front wheel (you should remove the tire first) on the passenger side access the transmission side cover. remove the (I think) about 8 bolts and pull the cover and replace the solenoid.
You prove it is a solenoid by disconnecting the plug of the TCC (blue plug) and the symptom goes away.
Dealer charged me $220 but I could have done it by myself easily. Call me if you wish at 206-999-6107 to discuss. my Cavalier is 1991 2.2 L.

IT sounds like you may have a power brake booster leaking vaccume. Need to check rubber line going from booster to intake manifold for leaks. also need to put car in park with engine running,then push brake down and see if it fills hard or here a hissing sound. If so then replace brake booster. You may also have a engine miss check wires,plugs cap.
