Sounds like your front brake rotors are warped.
vibrations are not bad for a car it vibrates every time you drive, but for safety i really think that with a flat spot on a tire it is not safe to drive on.

Chevy 6.5 turbo diesel more than likely has a hydroboost brake system. It means instead of having a vacuum type brake booster it uses hydraulic pressure supplied by the power steering pump to aid in braking. I would think it is more than likely the power steering pump or a power steering fluid leak or a slipping serpentine belt.

I think that the statistics on braking the law is that you go to jail for it no matter what you did.
in my 95, it was behind a plastic door under dash to left of the steering column....which ios where most cars I have owned have had the fuse panel. Note I think there were more in a box under the hood on the driver's side (I think)
