Either the pump bearings are bad or the ac clutch is going bad. The clutch can be replaced but the pump bearings are not generally cost effective to change.
on my 2004 tracker this was caused by a bad relay on the right side inner fender under the hood

If you're positive it's not brake-related, I'd have to go with wheel bearings because they usually first become noticable during a turn (when weight is transferred to them).And since it happens while turning left, it'd be one of the right-side bearings (front or rear).But... when you say, "it's not the brakes", I understand that you may be sure that the pads are new, but are you certain they've got the necessary anti-vibration 'paste' applied to their backs that keeps them from squealing when they start vibrating?
