Check the blower motor put the fan on and see if it blows on high if it doesn't replace the blower motor if it does blow high replace switch

It sounds like you have a bad heater core. I would recommend replacing it.
Low coolant? Bad thermostat? Heater core plugged,restricted or airbound? Heater control cable or valve not working?
Most likely it would be a blown fuse in the fuse block.
The heater valve is located inside the heater box.
On my '93 ford escort 1.9L, it is located under the dash, behind the heater control assembly.
There is no heater control valve fitted on a Ford Escort. The heater matrix is directly connected to the engine's cooling system. To reach the heater matrix, you should remove all the facia unfortunately... :(
