Does the horn work? If not I would start with the clock spring.
I have a Ford Taurus 92, and my cruise control is right on the steering wheel. There is an "on and off" switch on the wheel, and you click the on, and a cruise control button should be under those. (be sure to click "on" before you click the c.c.)
on my 1994 acclaim the buttons that activate the cruise control are on the steering wheel (Note that the cruise cannot be engaged at all if you are traveling under 60kph). there should be a button that says "set" and under it will say "Decel". there will be a button beside that one that says "resume", "accel". when you want to use cruise control you must be traveling at least 60kph and hit the "set" button, the car will then keep its speed at the speed you were going when you hit the button. if you want to accelerate or decelerate momentarily then have the cruise take over again at the speed it was set at simply hold the "accel" or "Decel" button. to disengage the cruise completely just press the brake slightly and the cars speed will be under your control again. Check the clock spring behind steering wheel(have to pull wheel). I had a problem with the horns and C/C not working. Found that one mounting pin was cracked, causing erratic horn operation and no cruise control. Make sure road wheels are straight forward before removing/replacing spring.
You should check any relays associated with the steering wheel. The relays are found under the hood near your second fuse box.
The Chevy Cobalt should already come with cruise control. It is usually controlled by a tab attached to the side of the steering column.

There should be a fuse box under the steering column with a diagram printed on the cover.
Absolutely the first thing that should be suspected is a blown fuse or relay. Check the owners manual for their location. Also check for a disconnected wiring connection and/or a possible short circuit (worn wire) where the wires pass from the steering wheel into the steering column.
it should be on the centre of the steering wheel unless someone has put an after market steering wheel on without the horn.
Yes. It is the clock spring. Easy fix. You'll need to rent / borrow a steering wheel puller from your local auto parts store. Clockspring should cost about $30.
My best guess is that the fuses are not the problem. I think it is a problem with the ground in the steering column. i FOUND THE RELAY FOR THE HORN/CRUISE IN THE FUSE BOX IN THE ENGINE COMPARTMENT. IT SHOULD BE THE SQUARE RELAY CLOSEST TO THE FIREWALL, CLOSEST TO THE DRIVER'S FENDER.
it is localled under the steering wheel...behind the brake pedal....there should be two....one for this and don't remember the other one.....go to a ford garage they can tell which one it is.
