Check rpm when warm-make sure is ok. Check timing. Adjust mixture for highest obtainable vacumn, reset idle speed. Use timing light, clip on all wires to endure all firing, Now start cold & ensure choke is closed-if so, you should have an adjustment for your fast idle to increase & or adjust butterfly & see if a little additional airflow will benefit. Both will enrich.
Whoever answered this question did not look at the year of the vehicle. If they did they would see that it doesn't have a carburetor but uses EFI and a CPU which will not let you adjust anything...PERIOD.

There can be several things that will cause your 2003 Chevy Malibu to run rough and not shift into fourth here. The probable cause is a lack of fuel. Due to a bad fuel injector.
A homophone for the word "rough" starting with "ru" could be "ruff," such as the collar-like ornamental accessory worn by dogs or the sound made by a dog.
You will need a bellhousing and the 5 speed tranny, a new crossmember made or yours redone so it fits the tranny, your driveshaft will have to be altered, you will have to find a new brake and a clutch pedal that will work in your car and that could be rough as I don't think they ever made a stick shift Monte, you might be able to use a set-up from a 70 chevelle for that and all the linkage ,really that's about all your going to need to do the job.
Sometimes a piece of carbon will get caught in the EGR Valve. If is is hard starting, idles rough, and the brakes are hard, check the EGR Valve, it probably has a piece of carbon stuck, keeping it open.
