replace the blower motor switch
The Blower resistor should be tested which is located near the blower motor, the resistor is probably faulty.
Under the dash, on the passenger side.
blower motor resistor is burned out

I had the exact same problem with a 1999 Dodge Stratus. I replaced the blower motor resistor twice only to find out that the blower motor itself was the problem. I know others with the same type of car, i.e. Dodge Stratus that had this problem. It turns out that Chrysler must have gotten a bad batch of blower motors form some supplier. I went to the junk yard and got another used blower motor and put that in with another resistor (the second one blew out again) and it worked fine!
The front blower resistor on a 98 Dodge Caravan is replaced by removing the cover and disconnecting the wiring harness. The resistor can then be pulled and a new one put in its place.
sounds like the blower motor resistor is out on the lower speeds.
No such part on a 1998 Stratus.
The blower might need replacing. Normal cause is a failed blower resistor, caused by a blower fan that is failing.The resistor and fan are located above the passenger side floor behind the glove box.
replace the blower fan resistor and you`ll be okay
Your truck has both. the resistor is between the switch & blower.thje resistor controls the blower speed
If it has only high speed, the blower motor resistor has to be replaced to get all speeds back.
