With mine the spark plug tube gasket broke and one of the spark plug tubes was flooded with oil. Also try changing the sparkplugs. The same problem with my Lincoln town car. When disassembled the transmission, it was evident that the reverse piston did not move, "valve body" can not reverse the piston to move. All valves tested by documentation. I can not understand the problem!
I am having the same problem on my 94. It will go into drive but that is it.
Most likely it is. I have had several neutral safety switch issues before, and it sounds like what happened to me. If you put it in reverse do the reverse lights light up? If not that is also a safety switch problem.

When we have this problem, we turn the ignition off and shift into neutral, restart the engine and it can then be shifted into drive or reverse.

Could it be the Neutral Safety Switch is out of alignment? Thinks Reverse is Neutral? I don't know Rovers, but there is a safety switch in vehicles with Automatic Transmissions, that prohibit the vehicle from being started in a Driver or Reverse gear.
