The position that the heat comes out of is vacuum controlled. I have fixed this on my 99 a few times. There is a small diameter plastic vacuum line that goes from the drivers side engine valve cover, near the front, over top of the engine to the HVAC area under the hood on the passenger side. This line cracks or breaks with age. I think it is from the heat of the engine. Once you have a big enough vacuum leak the heater position control stops working. The last time I fixed it I replaced the plastic line with a piece of rubber vacuum line and it has worked out pretty well. Good Luck.

Make sure you have vacuum coming into the cab from the engine. There may be something wrong with the switches.

1. No heat coming out of the defrost duct or wrong heat selection position. 2. fresh air intake blocked or dash switch in the recirculating air position. 3. Heater core is bad if there is an antifreeze smell in the car or antifreeze is coming out the heater lower ducts or on the floor. 4. If car is equipped with internal heat control valve, the valve may be leaking.
