if it simply has no power there are two possible reasons,
a - fuse is blown on the cigarette lighters circuit
b - youve got a wiring problem, such as a wire came loose, or corroded away to nothing.

The cigarette lighter / pwer socket is a constant hot socket. In most cars you can use this power socket at all times. It is best to remove anything(except the cigarette lighter) from this socket when the car is off.
If you are getting power in the socket--replace heating element If you are getting power to the socket, but not through it--replace socket and element
As far as I know, just pull out the cigarette lighter and you have a 12 volt D/C power source. If you want an A/C (alternating current) power source, you have to buy a convertor to plug into the cigarette lighter socket and then plug your item into the convertor.
check socket for power, if power perhaps lighter element is burned out, if no power check fuse check to see if power getting to lighter receptacle if so, replace receptacle
When your cigarette lighter fuse is good and there is voltage measured between the fuse's load side to ground (To check this, use a dc voltmeter or a 12v automotive lamp and an automotive lamp socket. Connect one wire to the fuse and the other wire to the chassis of the vehicle the lamp should glow if voltage is present on the fuse terminal.), check the wire between the fuse and cigarette lighter. This wire should be without cut and when the wire is good then check the connector on the cigarette lighter socket for loose connection or corrosion. One more thing is that, make sure that your cigarette lighter fits the cigarette lighter socket because not all cigarette lighters will work on some cigarette lighter sockets.
check the fuse. if fuse is ok, look inside the lighter and bend back the contacts .
See if you are getting power and Ground to lighter socket. If so replace element and/or socket. If no power further investigate circuit to find where power is fed to same.

the fuse is in the fuse panel. if its not the trace the power lines from the lighter back and you should find an in line fuse.
If you HAVE one.It would be the cigarette lighter socket, or some are on the rear of the console.
Make sure the wires are connected to the cigar lighter. If they are, is there any power to them? If not, check the fuse. If there is power and it still won't work, then the lighter itself may be burned out. Try a different lighter in your socket to see if it works, or buy a replacement lighter/socket assembly and install it.
Cigarette lighter outlet is special outlet that will hold and power a cigarette lighter. A power outlet is designed so a cigarette lighter won't work with it. They look the same and most 12 volt car accessories will work in either.
