No. Deci equals "one-tenth of". Deca equals "ten times". Ten liters is equivalent to a decaliter, but the term is not used practically (nobody but math teachers or science teachers use it). Most people would say "ten liters". 100ml (0.1L) is a deciliter (0.1L), just as 100 milligrams (0.1g) are a decigram (0.1g).
