The fog lights will only come on when the headlight switch is in the parking light "on" or headlight "on" position and the rocker switch on the dash(next to the roller instrument dimmer switch) is in the "on" position(LED on the switch will be lit). Note: If that switch is unplugged all dash lights will NOT come on.
Also, The fog lights turn off when the headlights are in the Hi-Beam position. It's a safety thing.
