no they will not...they are a metric bolt pattern. Any wheel prior to 1999 will work on that truck.
It is probably the clock spring in the steering wheel
if the gauges do not work either then its a blown fuse. if not you may need to replace the pedal assembly
Check the main 30amp fuse in the fuse block under the hood. If you do not use the correct amp fuse the door locks will not function properly or at all.
the seats out of a same year ranger will work but only if it had buckets in it before otherwise you may have to do some fab work
