It could be the fuel filter or possibly a fuel pump that's only working marginally. Check the filter first.
I have the same problem with my 1998 Kia Sephia and it is most likely the "sending unit" which is probably located in the gas tank. Could also be a short in a wire. When I fix mine I will re-post.
Most newer cars have the fuel pump in the gas tank
Beside the gas tank on the drivers side attached to your fuel line below your car. If your car is used the last owner may of moved it, but it's got to be on the fuel line between the gas tank and the engine.

The correct amount of gas should be 12.1ltrs, but I have gotten away with 13gallons. Not that you should always overfill the gas tank, but it can be done.
the same as any cat, you usually plug them up with cheep gas and fuel additives.
Usually its due to a bad gas cap. Buy another one because the one you have may not be sealing properly.
