Check both fuse panels (inside and under hood) for a bad fuse.Especially the one marked "Panel" or "Gauges".

When my 2003 Monte did that it was a bad connection to the battery. It got just enough power to think it was being stolen and my key fob stopped working. Once I cleaned up the battery contacts it was fine.
Engine compartment hearing up causes ground fault to be completed. Is there a constant drain on the battery also? If so there is a wiring problem. Could be as simple as a bad ground connection to the battery connection.

If you don't disconnect the battery when installing gauges, it is possible to create a short circuit and blow a fuse. Some gauges have power present even when the ignition switch is turned off.
hi if u connect the battery the wrong way the gauges will bouncing this is because the gauges has whats called a ballast resistor an diodes this prevent the voltage current to flow only in one direction so it wil be preventing burning of the gauges
get battery tested. that happen to me. it was the battery
Having a short in the turn signal wiring can cause gauges to fluctuate. If the battery gauge is fluctuating corrosion on the cables can be a possible cause.
Loose battery or alterator connections
One of the gauges is outside the safe range. Check oil pressure, coolant temp, and battery voltage.
