The primary cause for jerking on a 99 Mercury Cougar is the engine not getting enough fuel. This can be a sign of a clogged fuel filter, bad fuel pump, or clogged fuel injectors.
If the bearings in the alternator get bad enough it can lock up.
try opening the throttle... i know of the phenomenom that you are talking about but have not experienced it enough to experiment with solutions

You can turbo charge a lawnmower. The question is can the lawnmowers internal engine parts take it? And I would even dream about it with that engine. I have taken many apart. Trust me. =============================================================================== if it is a 4 cyl cougar, then you would have enough room for a turbo and the intercooler, etc. -- but the V6 cougar does not have much room in the engine compartment for anything extra. While yes, it could done, it would be a very customized installation and would take many man-hours to make each pipe & fitting & the intercooler, etc ================================================================================
Sounds like your not getting enough fuel. Try a new pump.
