Not by back passanger side tire. In front of the gas tank behind a heat shield.
Behind the drivers side rear quarter panel in the cargo area
It is your blend door actuator. Good luck! It is a cheap part but an expensive time consuming fix.
Same problem on a lot of Ford,Mercury radio displays. You can go to www.shareamemory.com/radio/ to get the story and a pay for fix or ask the same question at batauto.com. It's a component heat/solder failure.
Mercury Mountaineers have a "blend" door in the heater box. It is probably malfunctioning. You can find more info by searching for Ford + "blend door" or "no Heat"

To fix the heat in the 2000 Sable, check the coolant level first. Make sure that the engine is not heating, if it is then the thermostat or water pump could be bad. These are the most common causes of heat being out.
its your blend door failed or your blend door actuator failed. 1 of the 2 or both. cant find any info on tearing out dash in 03 mountaineer and it appears to me that my research says its in a different spot than other years.
you might have installed it upside down or the new thermostat might be defective or the wrong temperature range it could also be something unrelated, possibly a blown fuse
