The motor is probably dying. It will go down because gravity is helping it but won't go up because gravity is working against it, it probably won't go up unless you manualy "help" it. The only fix is to get the motor replaced if that's the problem. If it doesn't go up even if you are "helping", then its probably the rocker switch (the button) which is much cheaper to fix.
