the collapsable steering column has a u-joint ,take it off ,make sure the front wheels are straight and mark the steering wheel position in relation to the shroud before you do this, you will find the u-joint has frozen or stiff.Usually there is no fix,sometimes i have drowned it in wd-40 and got it better, but purchase new one or good old junk yard will sell you one for $20.00.

You're probably low on power steering fluid. I would purchase a bottle of Lucas brand power steering fluid stop leak and conditioner, available at walmart or auto parts stores almost everywhere. You could have issues with the front suspension (such as sway bar links) if this is not the case, and you would want to have those professionally replaced.

the filter is built into the power steering reservoir . the filter cant be replaced separately . the reservoir itself should be replaced.
1992 Lexus ls400 no power steering replaced power steering rack because it was leaking but it had p/s.thought it was the rack so replaced agin no luck,replaced the p/s pump still no p/s.
possible solutionI have a 1997 Mazda protege with a similar problem. The last owner thought the power steering pump was out because he had no steering. however the belt to the alternator was broken. I replaced this and the power steering pump began to work. However, it is intermittent and will stop working at the most inopertune times. I can only assume that there is a sensor on the pump that is going bad. Good place to start. .

Your power steering pump runs a power steering rack on that model I believe. If your vehicle has many miles, the rack bushings may not be maintaining internal pressure. The steering rack may need to be replaced. I have not worked on this model of car, however, this is a common problem on many domestic cars. I hope this helps you. Mark
