The non working wiper on the 2001 Century most likely has a broken wiper linkage. The linkage can be checked by removing the vehicles cowling.
why is it after I hooked up the linkage for my wipers the wipers stay in the upright position after I turn them off.

There'll be a linkage which connects the two wipers together... that may have come loose or gotten broken otherwise.
The 2001 VW Volkswagen Jetta takes 21" drivers and 19" passenger side wiper blades. See sources and related links below for more information. Since there are over 22 different wiper arm attachments, do not buy wipers just by length only. Be sure to lookup exact wiper blade part numbers by vehicle make, model and year for the brand wiper you decide to purchase. This ensures correct length AND correct attachment.
If only one wiper is working then you have a linkage problem. There is an arm that runs from one side to the other. It has bushings that wear out. You can also have a stripped spline where the wiper arm hooks up.
the wiper relay on a 01 jetta in above the drivers kick pannel. pull the pannel that covers the pedals. the relay module will be above that. the wiper relay is the largest black relay (the size of 2 normal relays). pull it out and replace it with the new one. it can only go one way. very simple. hope that helps
