This is a common fault in Chevy Astro, and reasonably easy to fix. I had to replace all in my 1988 and starting the process in my 1998. Chevy dealers stock these parts due to popularity. All you have to do is remove the inner door panel (you may want to also by a couple spare fasteners you break at this feat). Handles just bolt in and connect to control rods.

You have to take the inside handle apart to activate the latch manually. If you can't do it from the handle area you have to remove the inside door panel.

All ASTRO van door handles have a generic problem. They are made out of a substandard material that breaks easily after repeated operation. Most likely, the part that the cable is supposed to attach to on your door handle is broken off. Every ASTRO I've owned, I have ended up replacing door handles on because of this problem

You can't remove just the inside handle. The handle is part of the door panel.
Just replace it with another door handle. This is easier since you don't have to take the time to fix it.
