Have you checked your pcm relay? (also known as the integrated control unit). I had this to happen to my 94 Mercury Sable and the problem was with the above mentioned.

it could be the fuel filter is pluged or the fuel pump is out

Something may be wrong with your fuel pump or fuel filter which ever one your car has.
On a 1996 Mercury Sable : There were two engines from the factory : The 3.0 litre " Vulcan " V6 engine , which is an Over Head Valve / pushrod design engine or the 3.0 litre " Duratec " V6 engine , which is a Dual Over Head Cam ( DOHC ) design
R-12 unless it has been converted over to R-134a.
I was just looking at the 2002 Mercury Sable owners manual and the drawings of the " Vulcan " engine and the DOHC " Duratec " V6 engine When standing at the front of the vehicle , the dual over head cam engine has the engine oil fill cap on the left side of the valve cover ( passenger side ) where the Over Head Valve " Vulcan " engine has the oil fill cap on the right side of the valve cover ( drivers side ) and ( 1 ) coil pack with ( 6 ) towers next to the engine oil fill
In a 1999 Mercury Sable : The 3.0 liter " Duratec " V6 engine is a Dual Over Head Cam design ( it has 2 camshafts on top of each cylinder head ) and The 3.0 liter " Vulcan " V6 engine is an Over Head Valve / pushrod design engine ( it has 1 camshaft )
The intake air temp sensor is located on the cover over the air filter.
