2003 Windstar makes a sputtering sound hard to describe then you have to hold the key on for ten seconds before the car cranks up is this the starter going bad If yes how do i replace?

"Sputtering" sound eh...
That's strikes me as the engine cylinders are starting to fire, meaning the starter is actually doing its job - turning the engine over.
I'd focus trouble-shooting towards fuel flow, spark plug / wire condition, etc.
