It is just wires connecting the instrument cluster to the ECM. Your instrument cluster is starting to go bad & needs to be replaced. Contact these folks: http://www.aaellc.com
You'll need to remove the instrument cluster. First, remove the radio/climate control panel and the lower dash panel. Then you need to pry out the headlight switch, undo some screws that hold the upper dash trim panel, and remove it. This will give access to the four screws that hold the cluster in. Carefully reach behind and undo the two plugs into the rear of the cluster. Remove the cluster and put it down carefully on a clean towel. The bulbs are mounted in twist-to-remove sockets which you can only access from the back of the cluster.
The Engine Control Module (ECM) probably has to be flashed to relearn the new cluster. This is a job for the Mitsubishi dealer.
