somthing is cloged in the vents; or, vacuum line(s), controling door(s) leak, are broken, or disconnected; or, the vacuum source, or servo, used in actuating the heater/AC doors leaks or is inoperative; or, heater/AC control(s) not working properly, or not at all; or, air may be moving out the bottom ducts instead of where you want it to come out (this possibility can be overlooked, especially with fan at low setting).
