My car is doing that too. It was fine one minute and the next minute it won't start. All I'm getting is this clicking noise from the Fuse/Relay box under the hood. Is this what your car is doing?
A flashing check engine light is an indication of an engine misfire.
There may be a short somewhere in the system.
If it blows when cranking the starter has failed.
Dead short to ground or an overload
Blinking is the way of protecting the lens from dust and other poisonous materials.
A short in the wiring (grounding out)
I have a 2001 Dodge Stratus 2.7 and had the same problem. I ended up replacing the fuel pump in the gas tank.

A constantly 'blowing' fuse is an indication that there is a short circuit somewhere in the wiper motor wiring. Or the person driving it
by blinking and sleeping, basically closing your eyes
