I had this same problem on my 1997 Lesabre. I thought initially that it the squeal was a bad bearing from one of the ancillary pumps or alternator. It sounded like something was going to lock up at any moment. I was searching for the noise, when I happened to loosen the oil filler cap slightly while it was "squealing" and it stopped. This noise would really be bad as soon as the engine was cut off if I'm remembering correctly and last for about 8 seconds.
I never could figure out why, but I ended up drilling a teeny hole in the oil filler cap. It can be minuscule in size to fix the problem. Haven't had a problem since and passes inspection fine with hole, no check engine light.
