This isn't actually true. granted buying the software and training people to use it quite pricey. however when compared to actually having to design and build models to test. Using design software is a hell of a lot cheaper.
Say you had to design a new aircraft wing, its would be a lot cheaper to use a design software package and test it in a virtual environment, rather than having to build a dozen wings to see how far you can push them until they fail.
The main disadvantages of CAD software such as solidworks is, its too easy to design something that cant actually be built in real life due to material restrictions. For example, a colleague of mine was mucking around with it and as part of a project he had the wheels on his car composed of water.
the advantages are its more accurate,more quicker and it saves time and a lot of money however the dis-advantages are that it can not delet a line once the machine has started.

Like I said it kind of depends if you are using the same program/ website or if you have a old computer.
