If is a guy they don't want to seem needy so they wait for you to call because it gives them the control in the relationship (Its just what guys do because of they egos)
But if its a girl then they wouldn't call you for the same reason (because they proud)
Just call them first its no big deal being the first one to call but if you don't have they number then they don't want to call you and something must have gone wrong on the first date.
