That linkage is attached to the governor which is trying to keep the engine running at a constant speed. Most likely, the surging is caused by a dirty.clogged air filter.
Murray makes it, Briggs and Stratton makes the motor
The founder of Murray tractors is J. W. Murray. They were produced in Cleveland, Ohio. Due to financial issues, Murray was purchased by Briggs & Stratton in 2004. All Murray mowers made today contain the Briggs & Stratton motor, but are still marketed under the Murray name.
Murray filed bankruptcy years ago, they was kinda absorbed by Briggs & Stratton Corpration, because Murray did owe Briggs a chunk of change... Briggs also owns Snapper now, if you look at the new Snappers you will notice they sure look like Snapper.....wonder why.....

There is no "gas oil ratio", the 3.5 hp Briggs and Stratton engine is a four-stroke design, oil should NOT be put into the fuel!!!
They did not they bought Murray and have since closed it down. Most all B & S stuff is now made in China.
