Miitary Construction Appropriations Act, DoD Appropriations Act, DoD R&D Act, DoD Authorization Act
This act, passed July 1932, provided money for public works projects. It was the first major relief legislation to deal with the great depression.
The legislation established the federal-state relationship that determined that federal help would be channeled through the states, which were responsible for implementation of heavy construction projects.

An authorization bill is a type of legislation that establishes or continues a government program, agency, or activity, and sets out the framework, purpose, and limits for that program. It typically specifies the amount of funding that can be allocated for the program and can include guidelines for how the funds are to be spent.
Annual Authorization is a bill that grant of money that doesn't ordinarily become available unless it is appropriated. It can be renewed annually, hence annual and must go through an Authorization Legislation when first granted and whenever renewed.
