Indirect injection diesels have large radiators because of the massive heat loss in the idi cylinder head, so you most likely have a cooling fan or thermostat problem. Make sure you don't have air in the cooling system, especially if the engine sits higher than the original.
The question is why do you think it should? Is there an overheating problem with your Outback?
Ingeneral, the fan will run only if the temperature of the radiator is above the normal range. If the fan is running, then the radiator must be over temp unless the radiator fan thermostat or it's relay is defective. If the radiator truly is over temp then you have a larger over-heating problem You state the thermostat was replaced. if you replaced the fan thermostat then either the radiator really is over temp and it is doing what it should, or there is a problem with the thermostat-fan relay or switch. If you replaced the engine thermostat that controls the flow of coolent between the engine and the radiator, then that probably wasn't your problem and you should look elsewhere for an overheating cause. I would start by determining if the engine actually is overheating or not. If it is, I would look for coolent system problems like the engine thermostat (if you didn't replace it already), water pump, leaks, scale build up in the radiator, or blockages in the system. If the engine isn't overheating then I would consentrate on the fan, fan thermostat and relays.

you mean like overheating? could be a number of problems, radiator leak, radiator broke, radiator fan, leaky hose, broken water pump, broken head or head gasket, or the car running to lean.

A tune up usually solves the problem. We've had the same problems with a Chevy Suburban and a Ford Taurus. The spark plugs were replaced, some stock parts in the Ford were also replaced, but ultimately certain parts in the engine needed to be flushed and cleaned. Also, the vehicle may be overheating. Check the radiator / Cooling system is working properly.
I had a similar experience with my 68 Fleetwood Series 75 Limo. The problem was a plugged radiator. Cadillac uses a 4-row radiator for these heavy duty vehicles just to keep them from overheating. Before I replaced the radiator, I would make sure the lower radiator hose is not weak. A weak lower hose can "suck closed" starving the water pump for water and resulting in over heating. Make sure the lower hose has a spring in it. This spring is there to prevent the hose from getting sucked closed under normal conditions. There is a powerful suction created by the water pump and can collapse the lower hose without the spring. Baring problems with the hoses (and you have replaced other possible causes), I would suspect the radiator is getting old and plugged up. I did not have any success with radiator cleaning as it was so old and weak, it had to be replaced. Overheating is a thing of the past now.
changing the valve cover gasket will not fix an over heating problem u need to check out the cooling system. Radiator, water pump, hoses, belts
my 1993 Toyota Camry radiator had a hole in it it was overheating. I replaced the radiator. The car is still overheating where is the thermostat located. First, drain your coolant from the radiator. Find your lower radiator hose and follow it to the metal housing. This is the thermostat housing. Remove the 2 nuts with a 10mm wrench. Remove the thermostat and replace with new one and new gasket. Re-install and re-fill your radiator with new coolant. Drive the car with heater running. Allow the engine to cool and top off the radiator. Add coolant to the reservoir to halfway between Full and Low.
check radiator for small leaks or cooling lines which would most definitely cause it 2 steam when running after awhile
If it's overheating only in town, but running fine down the highway, it's probably that your radiator fan isn't coming on. Could be a bad sensor, relay or fan motor.
