Mechanical fuel pumps of that style had several problems:
* Even a small leak on the INLET side would allow enough air in to prevent fuel from being pumped to the carburetor. * When a mechanical fuel pump was completely empty (all air, no fuel) It often took a while to clear out the air and pull in fuel. * It was easy to install them wrong, especially if the arm was the wrong length. Go back, check the installation. It's usually something that you weren't thinking about.

The fuel pump location depends on the engine in your car. If it is fuel injected the pump is in the fuel tank. If it is the carburetted V6 the fuel pump is on the bottom of the block on the right side of the engine.
