Jack that wheel up off the ground, Then loosen the rubber brake line up on the brake cailber and see if wheel will turn free, If it don't then replace cailber. If it does then replace the rubber brake line that is on the cailber. After you jack the wheel up pump the brake pedal real good before you loosen the line up.

Its got disc brakes in the front, therefor brake pads and its got drum brakes in the back, therefor brake shoes
The front brakes have been disc for many years.
Front, drivers side. Two is front, passenger side.
Remove the tire and wheel from your 1995 Chevy. Remove the brake assembly. Tap on the brake rotor with a mallet or hammer. The brake rotor will slide off.
If it has a 305/350 it will be on the front passenger side of the engine.
