Jack that wheel up off the ground, Then loosen the rubber brake line up on the brake cailber and see if wheel will turn free, If it don't then replace cailber. If it does then replace the rubber brake line that is on the cailber. After you jack the wheel up pump the brake pedal real good before you loosen the line up.
