Hey I had the same problem with mine tonight... there is a relay in the truck drivers side behind the carpet with a 10mm bolt holding it. It is most likely bad, get one from the junk yard, I pulled mine apart and one of the transistors had the top blown off it and I had the exact same problem you described.. The switch was stuck between high and low beams. Just flick the high/low beam switch once and the circut will be back to normal.

If a washer pump was replaced on a Jeep Wrangler and is still not working the fuses should be checked. The washer switch should also be checked as it could also be causing the pump not to work.
It would help us to know what make, model and year you have.
try the multifunction switch located on the steering column .
Have you checked the bulbs themselves? The directional signal should be the same element as the brake light. Check to see if you rear directional signals.
Very possible ... best to check the wiring with a voltmeter checking for +12vdc.
check the bulb again, are BOTH filaments good
check the ground on your tailights R.W: Have you checked the turn signal switch? That may have to be replaced.
