Its probably a problem in the wiring to the lights themselves. Just follow the wires back until you find a problem in the wire.
if it is a jeep Cherokee it needs a neutral safety switch mounted on the passenger side of the transmission. if it is a jeep grand Cherokee it needs the backup switch located on the drvers side of the transmission

Replace the neutral safety switch on the trans, it also triggers the backup lights. You can try to remove, clean and adjust it first, it worked for me. It is located on the passengers side of the auto trans.
Either the switch is bad or the relay is.
On my 1993, 1 is Brown/with a light green tracer, the other is black. If the bulbs are good & the sockets look O.K. The Back up lights then go to the transmission. Right side reverse switch or some say neutral safety switch.
Check the bulbs,if not the bulbs you most likely have a bad ground.

Assuming you have replaced the bulbs with no joy and the fuses are good, your problem may be linked to the Neutral Start Switch on the side of the transmission. This switches on that circuit when the transmission in in reverse. Many times the contacts inside it become worn or dirty. It can be disassembled cleaned and re lubed or simply replaced. Hope this helps.
Try checking the neutral safety switch. This switch is the one in automatic transmissions that makes the backup lights "flip" on when going from park to drive as you go through the gears. When my neutral safety switch shorted my backup lights stayed on constantly.
