Home Depot has 1/16th" Aircraft High Tension Cable that is sold in the Chain and Rope Section. You'll also need the 1/16th" End Crimps to use for fastening the new cable to the releases. Total Cost is less than $7.00 US and the entire fix is less than 30 minutes.

I hope I am answering the question you are really asking. First off I have a 97 Tahoe, I imagine the seats are the same. The pull strap to fold down the rear seats broke. Trying to find info to fix it has been all but impossible, however, if you want to fold down the seat, there is a work-around. Take a flashlight and look down into the square recess where the two seat belt locks come up through the backseat. Besides the straps you will see two pieces of metal, one in "J" shaped and inside of the "J" you will see another piece right in the middle. Take a screw drive and press down on the one that's inside of the "J" while you are pulling up on the strap. The seats will lift out. That's it, you just will have to do that each time.
