it will be either the o2 sensor or the idle air control module. i had the same problem in 2 different cieras and each one had this problem.
i have a 1996 olds ciera sl and i found the fuse box that controls everything from the abs brakes to the windshield wipers. what u need to do is open the glove compartment, and on the left shud be a small compartmenty that u can open, it should say fuse on it or a varation of it, open it, and it should be right there

in my 95 ciera the brake indicator switch was slightly out of alignment causing lights to stay on when in the relased position. i had to remove the wire harnes from the switch and turn it two complete turns in towards the brake arm. turning it too far will cause problems with the cruise control.
