Usually a rapid turn signal flasher indicates that one of the bulbs is burned out.
go to auto zone to get your check engine light codes read. When it blinks that means there is more than one problem. Those codes will most likely help you figure out why your car is trying to die. I have a '98 Intrepid as well and the array of problems it has is amazing. Good luck...
Just found it myself. Short the top two on the right side. Have the ignition turned to "on" and then do it. You get X number of blinks, a pause, then more blinks. Mine was 1 -pause- 2. 12 for me!

The simple answer is; you can't, it's meant to do that. The red, flashing, LED shows that the alarm system, is set and functional.
With a scan tool, at a parts store (ie Autozone does it for free), or possibly by cycling ignition key on, off, on, off, on and counting the blinks.
