first check the fuse and relay.(box located behind battery) You can check relay be switching with another relay next to it. To check if horn is working, remove relay and place a jumper cable in the proper slot to activate horn. if not sure which slots you can pry off the relay cover, place relay back without cover and squeeze to make contact. If your horn works directly, then your problem is in the steering wheel. Remove air bag, very easy just two screws on the side of the steering. The white plastic piece is the horn switch. It works when you push down on the air bag and makes contacts activate. This piece is not easily broken but pull the plug from this unit. Note this is smaller than the airbag plug. The center contact is the positive. With a small wire make contact with metal inside steering to make ground. if horn works then positive is ok. However if center slot is connected to the side slots and nothing happens then the negative connection is inoperative . you will have to remove the steering wheel to fix the contacts just underneath it.
Inside the front right and left fenders, just under the side marker light, I believe. If it doesn't work at all, check the relay first.
It will, though technically it is illegal to istall on older motor into a newer car for emissions reasons.

If it is a Grand Marquis or any other V8 RWD Mercury, it shouldn't be a problem as long as they are of similar vintage

If your headlights work, but your tail lights don't, your bulbs could be blown. It is possible that you have a shortage in your car.
Mercury changed the style of the Grand Marquis in 1995. 92-94 are compatible, 95-97 are compatible. You might be able to force it and figure out a way to get it to work, but it probably wont look good. My family have a 1993 and 1997 Marquis, and the front ends are different.
in the trunk on d/s is a bypass door opening cable if the incar cab lever wont work
