As long as the electric block heater is plugged in to an electric outlet that has power to it , the block heater keeps on heating the engine coolant if everything is working correctly
You can get a heater that magnetically sticks to the pan and warms the engine. You can get a heater that connects to the heater hose and circulates warm engine coolant. You can also get a block heater that replaces a freeze plug. You have to decide which works best for you.
the reason for water coming out from under the dash is that a hose could have broke or you have a problem with your heater. your heater works off of the water in the radaitor and since it gets hot from the motor well it serculates threw the heater and that's who your heater works

I have a 94 pu 4x4 and live in Red Deer Alberta, and went one winter without a block heater. Not again. I looked into it, and the amount of work required to install one is way to much work. You need to rip out a lot of 4x4 components to get at the correct freeze plugs and then try to have the block heater seal the coolant. I suggest just purchasing a magnetic pan heater. About the same price as a block heater but all you need to do is stick some high-temp silicone to it and attach it to your oil pan and you're done. Mine works awesome and never have a problem starting after a -40 night
It could be that your head gasket is blown.
could be head gasket problem. does your heater work? might need heater core , clogged up. do compression test. or bypass heater core and see if that works.
If the one speed it works on is high speed, it is the blower motor speed resisitor that is bad.
Most likely your heater core. Bout 60 bucks..cheap fix. Silkysam!
I would first check either the controls to the front heater core or a blocked front heater core. It could also be a blocked or missing heater hose to the front heater core, although that seems quite unlikley.
If you are saying the Blower Motor only works on high, then your problem is a defective Blower Motor Resistor Pack. Replace it.
