Blown fuse, defective thermal relay, or bad fan motor.

The radiator is located in the front of the car under the hood. It is behind the 2 fans. Dont mistake for the a/c condensor, which is in front of the radiator, visible through the grille.
the thermostat will make both fans become idle if it is not opening. this happened to me on my 95 3.1 lumina

radiator is in front off the cooling fans ,in the front of engine.
If standing in front of the car look in space after fans and before engine it is a round cylinder shaped part at bottom of engine. it has cable running to battery. hard to miss
did you check if the radiator is plugged? Check for operation of the cooling fans. Turn on the A/C to see if the fans come on. If they do not come on the fan motors, relays or wiring need attention.
The fans are controlled by a temperature switch, which normally turns the fans on when the engine temp reaches about 212 to 220 degrees.
i have a 93 z-34 my fans don't work either but i took the #1 relay out and checked to see if the relay was getting power and it was with a gauge but not with the test light now also the fans on mine will come on if you use the bypass feature to check for trouble codes but i don't know enough to answer your Q or mine for that matter
to dissipate the residual heat in the radiator it will shut off automatically
One fan comes on when the AC is on, one fan comes on when it reaches a certain temp that is factory set
