the thermostat will make both fans become idle if it is not opening. this happened to me on my 95 3.1 lumina

you are not alone, I have a 1994 Chevy lumina euro with the 3.1 liter that does the same thing.......i have found after setting while car is running the temp will go up almost to the red and then will start dropping back down once it gets up there..... and i also was sitting at a drive thru window where it did this, my windows were open and i heard the cooling fans come on......they came on once i put the car in park, but that's all i know.

If cooling fans stop working and engine runs hot wtih A/C on usually excessive head pressure will build in a/c compressor and refrigerant will discharge from system. cooling fans may have a bad fuse or relay should be repaired prior to recharging a/c

I have a 1990 Lumina Euro and my starter is right down at the bottom of the engine in front of the car. If you get down under the bumper you can see it. Actually you can see it if you have some good light under the hood. Just raise the hood and look straight down between the engine and the cooling fans. Hope this helps.
did you check if the radiator is plugged? Check for operation of the cooling fans. Turn on the A/C to see if the fans come on. If they do not come on the fan motors, relays or wiring need attention.
radiator is in front off the cooling fans ,in the front of engine.
i have a 93 z-34 my fans don't work either but i took the #1 relay out and checked to see if the relay was getting power and it was with a gauge but not with the test light now also the fans on mine will come on if you use the bypass feature to check for trouble codes but i don't know enough to answer your Q or mine for that matter
