Try this.
Look for a blue disc at the brake pedal assembly that may have broken and fallen out.
It's called a bumper and costs $3.20 at the dealer.

Could be the brake light switch above the brake pedal.
Either the brake light switch or on brake pedal there is a button that pushes the switch and it fell out.

If your 98 Monte Carlo brake lights do not work when you hit the brakes, but the top one behind the glass works, check the bulbs. If the bulbs have burn out, the lights will cease to work.
All you have to do is put it in gear and give it gas until it brakes loose. That's what i had to do with my 98 escort.

How about a malfunctioning brake light switch
If the fuses and bulbs are okay I would blame the signal switch assembly. They call it a multi-function switch these days.
