spray a good bit of wd40 or some other sort of penetrating fluid into the lock mechanism on the seat and give it a good bang when you close it. they seize up fairly regular. worked on mine

Sounds like a stuck thermostat.
A common cause is the thermostat being stuck in an open position.
Try and shift through gears, (If automatic) not slamming through them, but back and forth from park to 1st and back a few times.
Remove the glove compartment and the fuse will be located behind it. A diagram of the fuse layout is stuck to the left side of the glove compartment.
