Possibly a stuck relay
There could be a wide variety of reasons. You might have blockage in the system, you might have too little or too much refrigerant in the system, you might have too much or too little compressor oil in the system, the dessicant in your accumulator or receiver-drier could be saturated... what you need to do is have a system performance test done on your AC system.

I repelaced the air conditioner compressor and the climate control unit. on the counsel, the compressor still reads, OFF and the air won't come on. is their a way to reset?

Well, how is the air conditioner "unattached", exactly? If it's on a serpentine belt and you want to bypass the compressor, you have to make sure you have the right length of belt and that it's properly routed. If you simply pulled out the AC relays, the truck should still operate normally.
Warm air coming from the air conditioner compressor should not have anything to do with the timing belt. You probably need to recharge your air conditioning system.
I'm assuming you mean the air conditioner compressor. Even if you have front and rear air conditioning in your van, you still have only one compressor. If you can tell us the size engine you have it would narrow the answer down a lot.
