Are you sure it is water? If it is water, it could be just condensed water off the A/C condenser. Drive the truck without the A/C on, do you still see water leaking?

- No - no worries, it is normal for water to build up when using the A/C. It is condensation like on the side of a cold drinking glass.
Does it have a sweet smell to it? Is it orange or florescent green, antifreeze?
If your suburban is leaking water it can be a few items.
- Bad water pump - Very common
- Bad worn out radiator hose
- Bad radiator
- Loose or old radiator cap
An ECU is essentially the brain for a 1999 GMC Suburban. Without an ECU the truck will not be able to operate at all.
