Possible problem with the alternator. Could be source of the noise if it's bearing is going out.

Just replaced the headlight bulbs in a 98 Grand Cherokee that had the same problem. It had the wrong bulbs in it. It had 9007's in it. Calls for 9004's.
use a voltmeter A fully charged 12v battery should read approx. 12.8 volts without engine running Should read approx. 13.8-14.2 volts with engine running
try the fan electric relay. my wife has a 97 Cherokee country and the fan would stay on after the car was shut off until the battery would die. switched that and never happened again.
I took the vehicle to the dealer service department. It turns out the vehicle battery was not providing the correct voltage. Once the battery was replaced, vehicle is running properly again. In the future I will check battery condition / voltage first.
That light doesn't mean that your battery needs to be replaced. It means that your battery is not being charged while the car is running. Have your alternator tested.
The battery is weak and needs replaced. when the battery is weak the computer can forget how to idle.
It could be your serpentine belt, thermostat or water pump.

Can be a dead cell in the battery which will fully discharge the battery over night. The battery must be replaced. Of course any battery will loose it's charge over a few months of storage.

yes the serpentine belt will be hot after running engine
On my 1993 Grand Cherokee, it is located just below and behind the water pump.
check to make sure the belt tensioner is functional if not it needs to be replaced
sounds like a fuel problem change the fuel filter first
